DKE MFA Declaration 2025/26

All forms of support given under this scheme are subsidies for the purposes of section 2 of the Subsidy Control Act 2022 (“the Act”). 

 

Under the Minimal Financial Assistance (“MFA”) rules contained in section 36 of the Act, UK public authorities may award low value subsidies without needing to comply with the majority of the subsidy control requirements. MFA has a financial threshold so no organisation* can receive more than £315,000 within the elapsed part of the current financial year (i.e. from 1 April), and the two preceding financial years. 

 

The £315,000 limit over three years includes all MFA awards under the Act and the following comparable assistance:

  1.  any subsidy provided under Article 364 of Chapter 3 of the EU-UK Trade and Cooperation Agreement (“TCA”), and 

  2. any de minimis State aid provided under any of the EU Regulations listed in section 42(8)(c) of the Act, and 

  3. any SPEI financial assistance awards provided under section 38 of the Act. 

 

You must cumulate all types of support listed above when assessing your eligibility to receive MFA support. Please note that comparable assistance may include grant funding or other financial assistance such as loans or guarantees, or non-financial assistance such as free or subsidised services. 

 

Services provided under this Digital Knowledge Exchange programme may include the following, at the values indicated:

By ticking the relevant field on the expression of interest form, you are confirming that the £315,000 MFA limit will not be exceeded by the organisation* receiving the support that you are applying for here. 

 

*If your organisation belongs to a group of organisations under common ownership or common control, the MFA financial threshold applies cumulatively to all organisations in the group.  The confirmation you give must therefore account for any MFA or comparable assistance received cumulatively by all organisations in the group.

Please note that you are required to keep a written record of the amount of MFA your organisation has received and the date/s when it was received. The written record must be kept for at least three years beginning with the date on which the MFA was given.
